The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity enabled by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense engaged: several firings targeted at a incoming threat. This was a modern interception technology at work, most likely supplied through partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: possibly the approaching threat won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Not long after, a automatic firearm fired at a drone somewhere nearby, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, undoubtedly, persist.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its favour.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be much harder after current events, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
